City of Irving Large Infrastructure Projects

The City of Irving is currently acquiring utility easements for the TxDOT $224 million Loop 12/SH 114 Interchange project; acquiring right-of-way and utility easements for the Road-to-the-Future $100 million bond program; acquiring drainage easements for the Drainage-Solutions-for-a-Better-Tomorrow $100 million bond program; acquiring utility easements for various projects as part of the robust Capital Improvement Program; also coordinating with private developers on agreements, right-of-ways, public easements, and abandonments of public easements.

Wayne Lee graduated with a Bachelor of Science in Civil Engineering from Texas A&M University in 1990 and started with the City of Irving as a Graduate Engineer in 1991. 

With nearly 29 years with the City of Irving, he has been involved with the design, management and construction phase of nearly $320 million in water, wastewater, paving, and drainage infrastructure projects.  He has been the City Engineer for Irving for the past 9 years and is a Professional Engineer in the state of Texas and a Certified Floodplain Manager.                                                                                                                                                                                 

Walt Thomas is an Engineering Manager in the Capital Improvement Program at the City of Irving.  He has been with the city for almost 8 years. Heading the Development Services Division, Walt oversees the Real Estate Group, Franchise Utility Group and the Municipal Drainage Utility Group along with reviewing private development plans, administrating Utility Permits and 3-way Contracts between developers and city.

Walt holds a Bachelor of Science in Civil Engineering degree from Texas Tech University and a Master of Public Administration degree from the University of North Texas. He is a registered Professional Engineer in the state of Texas.
