Summary: Under general supervision of Capital Projects Manager, oversees right-of-way work activities, including real estate transactions and franchise utility coordination within the Engineering Services Department.  Performs activities related to real estate transactions and acquisitions on behalf of the City of Frisco including negotiations, relocations, appraisals, acquisitions, beautification, legal, accounting, and records.  Reviews construction plans for capital improvement projects for possible franchise utility conflicts and coordinates the relocation of those conflicts with the appropriate utility companies.  Meets with franchise utility companies, engineers and contractors to provide coordination of franchise utility relocations to facilitate construction of all capital improvement and development projects.
